Resolution No. 2026-63: Amending Council Policy L-6; Homeowners Association Security Camera Program within the Public Rights-of-Way

Recommendation

a)                     Find the adoption of Resolution No. 2026-63 exempt from the California Environmental Quality Act (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because the action will not result in a direct or reasonably foreseeable indirect physical change in the environment and is not a project as defined by CEQA;

b)                     Adopt Resolution No. 2026-63, A Resolution of the City Council of the City of Newport Beach, California, Amending Council Policy L-6 (Encroachments in Public Rights-Of-Way) and Adopting Associated Application Procedures to Allow Homeowners Association Security Camera Programs within the Public Rights-of-Way.
