BAMBOO BISTRO RESTAURANT EXPANSION (PA2026-0019)

Recommendation
Summary:
A request for a conditional use permit to authorize a 4,257-square-foot full-service restaurant known as Bamboo Bistro. The Project includes combining the main dining room with the adjacent take-out only area and increasing the existing outdoor patio by 60 square feet to create 175-square-foot outdoor dining space. Also included is an upgrade of the existing Type 41 (On-Sale Beer & Wine - Eating Place) California Department of Alcoholic Beverage Control (ABC) license to a Type 47 (On-Sale General - Eating Place) ABC license. Proposed hours of operation for the restaurant, including the outdoor dining patio, are from 11 a.m. to 8:30 p.m., Monday through Thursday, and 11 a.m. to 9 p.m., Friday through Sunday. No live entertainment, dancing, or late hours (i.e., after 11 p.m.) are proposed. To authorize the expanded restaurant, the applicant requests a parking waiver. Approval of the project would supersede all previous approvals.
Recommended Actions:
1. Conduct a public hearing;
2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and
3. Adopt Resolution No. PC2026-031, approving the Conditional Use Permit filed as PA2026-0019 (Attachment No. PC 1).
