Recommendation

Project Summary
A request to demolish an existing restaurant and construct a horizontal mixed-use development comprised of a 35-foot-tall, three-story residential building with 19 for-rent units (four studios, eleven one-bedrooms, and four two-bedrooms) above ground-level parking, and a 1,400-square-foot, 22-foot-tall, commercial structure intended for retail fronting West Coast Highway. Three of the units will be restricted as affordable to lowincome households. The development includes 30 on-site parking spaces with 24 spaces designated to serve the residential component and 6 spaces to serve the commercial component. Resident-serving amenities include second-floor balcony seating, picnic tables, barbeques, and televisions, and the project will improve the storm drain, sidewalk, and driveway approach. Vehicular access to the site is provided via one driveway on West Coast Highway.

The following approvals are required to implement the project:

• Coastal Development Permit (CDP): To authorize the demolition of an existing commercial structure and the construction of a mixed-use project within the Coastal Zone.
• Density Bonus: The project will provide 3 units affordable to Low Income households, which is 20% of the base units proposed. As a result, the project is eligible for a 35% density bonus and requests one incentive and three development standard waivers consisting of an adjustment to the affordable housing unit mix, floor area ratio (FAR) for the commercial component, building height, and parking lot landscaping pursuant to Chapter 21.32 (Density Bonus) of the NBMC and Government Code Section 65915 et seq. (“State Density Bonus Law”).
