Balboa Island/Corona del Mar Trolley: Approve Operational Services Contract No. 10018-2 (26T14) with LAZ Parking and Cooperative Agreement No. C255109 with the Orange County Transportation Authority - Project No. 25-NBCH-CBT-5022
Recommendation
a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly;
b) Approve Budget Amendment No. 27-034 to (1) appropriate $350,207 in increased expenditures in Account No. 14201-980000-26T14, funded by unappropriated Air Quality Management District Fund balance; and (2) transfer $492,312 from the General Fund (Fund 010) to the General Fund Capital Projects Fund (Fund 12) and appropriate the transferred amount in increased expenditures in Account No. 01201928-980000-26T14;
c) Approve a Professional Services Agreement with LAZ Parking California, LLC for Balboa Island/Corona del Mar Trolley Operational Services for a total not-to-exceed amount of $1,938,141, and authorize the Mayor and City Clerk to execute the agreement; and
d) Authorize the City Manager to execute Cooperative Agreement No. C255109 between Orange County Transportation Authority and City of Newport Beach for Newport Beach Balboa Island-Corona del Mar Local Area Transit Service (Project V - Community Based Transit/Circulators, Project No. 25-NBCH-CBT-5022).
