Recommendation

Project Summary

A request for a coastal development permit (CDP) to extend the existing Mesa Drive trail 0.25 miles eastward to Bayview Park, creating an additional connection to the Upper Bay Trail and the Upper Newport Bay Nature Preserve beyond. The trail will be 10 feet wide and improved with a decomposed granite surface. The trail will be constructed within the public right-of-way and will be separated from the vehicular travel lanes of Mesa Drive by 4-foot, 3-inch-tall concrete railings that are designed to appear wood-like. Construction of the trail requires the removal of landscaping and other unpermitted private encroachments, relocation of utilities, construction of retaining walls ranging from 1 to 2.5 feet in height, reconstruction of six private driveway approaches, installation of roadway signage and striping, and the removal of 26 on-street parking spaces from the south side of Mesa Drive.

 

Recommended Action

1.                     Conduct a public hearing;

2.                     Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 under Class 4 (Minor Alterations to Land) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to this exemption under 15300.2 are not applicable; and

3.                     Adopt Resolution No. _ approving the Coastal Development Permit No. filed as PA2026-0108 (Attachment No. ZA 1).
