Review and Consideration of the Draft Implementation Programs and Crosswalk Tool (Attachment 3a - Redline-Strikeout Draft Implementation Programs; and Attachment 3b - Draft Crosswalk Tool)
Recommendation
At the special joint meeting of the GPAC/GPUSC on December 3, 2025, City staff presented the initial draft of the Implementation Programs, as well as the new “Crosswalk Tool” to help provide better direction on how goals and policies will be implemented, who should be leading the implementation, and when the implementation should occur. The GPAC/GPUSC provided support that the documents were heading in the right direction. City staff has worked with Dudek to make further refinements to these documents, which will be shared with the Committees for additional input and guidance.
Recommended GPAC/GPUSC Actions:
(1) Review the updated draft Implementation Programs and Crosswalk Tool; and
(2) Conduct a vote to consider supporting the draft moving forward, with or without changes, for further review and refinement by the City’s Boards, Commissions, and Committees, and ultimately the City Council. Depending on the level of comfort of the GPAC and the GPUSC, the motion could support the content and format, only the format, or other specific component(s) of the attachments.
