Title

DOVE POINT RESIDENTIAL CONDOMINIUMS (PA2026-0050)

Site Location: 901 and 1001 Dove Street

Recommendation

Summary:

The Applicant requests authorization to develop a 75-unit residential condominium community on two existing contiguous legal lots. The project will require the demolition of two existing multi-tenant office buildings and merging of the two lots to create a single 3.23-acre building site. The proposed condominiums consist of two- and three-bedroom units, ranging from approximately 1,860 to 3,354 square feet, distributed among eight, detached, four-story buildings with a maximum height of 55 feet above the established grade. The community will provide resident-serving amenities including an outdoor barbecue area with seating and an additional seating area, each with an activity lawn. A publicly accessible pedestrian strada will also be provided, improved with six-foot-wide pathways and shaded seating buffered from the street with landscaping along the Dove Street and Quail Street frontages. Vehicular access to the site will be provided through an existing curb opening on Dove Street and a new curb opening on Quail Street.

The following entitlements are required to implement the project:

•                     Major Site Development Review (SDR): Required for any project proposing five or more residential units with a tract map. The SDR also allows for deviations from objective design standards.

•                     Vesting Tentative Tract Map (VTTM): Required to merge the two properties into a single building site and to allow the airspace subdivision of the individual residential units for condominium purposes.

Recommended Actions:

1. Conduct a public hearing;

2. Find that this project is not subject to further environmental review pursuant to Section 21083.3 of the California Public Resources Code (PRC) and Section 15183 of the CEQA Guidelines because the project is consistent with the previously certified Program Environmental Impact Report (SCH No. 2023060699); and

3. Adopt Resolution No. PC2026-028 approving the Major Site Development Review and Vesting Tentative Tract Map, filed as PA2026-0050.
