Recommendation

Summary:

A request to authorize the development of a 700-unit-apartment community on an existing office site at 4665 and 4685 MacArthur Court. The proposed development includes the demolition of two existing office buildings (approximately 104,000 square feet) including a telecom facility, on-site surface parking lots, and landscaped courtyard areas within the existing MacArthur Court office campus (4665 and 4685 MacArthur Court) and construction of two residential buildings with a total of 700 dwelling units. The remaining office campus includes two existing office towers (4675 and 4695 MacArthur Court), an existing low rise office building (4770 Campus Drive) and an office parking structure (4680 MacArthur Court). The residential structures will primarily consist of five stories with some portions consisting of six and seven stories. The proposed north building includes 318 units, totaling approximately 312,000 square feet and is approximately 70 to 80 feet in height. The proposed south building includes 382 units, approximately 359,600 square feet and is approximately 80 feet in height. Both residential buildings wrap around a parking structure for a total of two parking structures. The apartment types range from studio units to two-bedroom units. The project includes several open spaces and amenities such as a shared fitness facility for residents and office tenants, shared office space for residents, landscaping, and outdoor amenities including a pool and barbeque areas. Additionally, a new internal road and a privately owned but publicly accessible central plaza area are proposed. Vehicular access to the project is provided from two entries along Campus Drive to the north and one entry on Birch Street to the south. The project is consistent with the Development Agreement for the MacArthur Court Project (PA2025-0090), which was approved on December 9, 2025 (Project):
